• We know that one of the main reasons for people being unable to access their Total Rewards Statement (TRS) is the absence of end-of-year pensions forms, with the result that the data from those forms is absent from people’s pension records
  • These can be lost or rejected by PCSE, previously submitted and accepted but now missing, or because they have never been submitted
  • GP Survival’s view is that the majority of these forms have been either lost or rejected, but we would urge all GPs to complete their forms either under the amnesty (which goes back to 2009 currently), or for the current year – all forms are on NHS Pensions’ website
  • As of February 2019, PCSE had about 10,000 more end-of-year pensions forms submitted than the previous year, which is clearly a good thing; NHSE noted they still think this is far fewer than should have been submitted.
    • Any forms submitted to PCSE before June 2019 should be processed by August 2019, and appear on TRS; PCSE have been asked to do the oldest records first.
    • Any forms not processed by August, and any forms submitted to PCSE by October should appear on TRS by December 2019.
    • If you haven’t submitted end-of-year pensions forms, get on and do it!
  • We discussed the current problems with the late release of the forms in the year. The intention is to have the end-of-year forms available with six months of the end of the financial year they cover, allowing you to submit them earlier, and know what your pensions position in good time.
  • Thank you to the many of you who submitted examples of complaints being closed with a request for forms to be resubmitted when those forms had been attached to the original complaint. PwC will raise these with Capita to ensure this stops happening, and NHSE, PwC and I agreed this should not be happening.
  • You should still be getting automated monthly acknowledgements of locum A and B form submissions, and thank you to those of you who pointed out this wasn’t happening – again, we have an individual case raised to check what’s happening here.
  • We discussed the issue of GP registrars (VTS trainees) not being able to include that work on their end-of-year forms after they qualify – NHSE will clarify whether that should be on the form.
    • Additionally, NHSE will confirm that NHS Pensions subsequently look correctly at trainees’ pension tiering, to ensure they have not over- or under-paid, as this will not be on the type 2 form if VTS work is not recorded
    • Similarly, NHSE will confirm that NHS Pensions will correctly assess the pension position in relation to the Annual Allowance for GPs in their first year post qualifying
